Combine flour and cold water and whisk until smooth. Add the mushrooms, garlic and green onions and cook, stirring occasionally, until the mushrooms are golden. If you don't drink wine, you can use an inexpensive dry red wine. Add beef broth and simmer to reduce a bit, about 5 minutes. This was a very special dinner. The richness comes from quickly sautéed mushrooms and red wine, simmered just until the mixture begins to thicken. Turn the heat to low, stir in the butter. Cook steak as before, then set aside.
